EN 71 testing for plush exporters: what to confirm before you order

This note explains how testing is arranged for a plush order. It is not a certification claim: which certificates ONETOP currently holds, with numbers and validity dates, is marked pending on the About Us page and supplied on request.

EN 71 is the European toy safety standard, and it is the requirement most often named by buyers who sell plush into Europe. Two misunderstandings cost time in the first weeks of an order: it is a series rather than a single test, and the part that applies depends on what the toy actually is. A plush bear and a plush bear with a light-up nose are not tested the same way.

Why the standard is split into parts

Each part of EN 71 covers a different type of risk. The mechanical and physical properties part looks at seams, small parts, sharp edges and the tension of the material. The flammability part looks at how the fabric and filling behave near a flame. The chemical migration part looks at what is available from the surface coatings, the printing and the colours. Parts that concern electrics only matter once a product contains a battery, a sound module or a light.

For a soft toy without electronics, the practical sequence is mechanical and physical properties, flammability, then chemical migration — in the order your laboratory and your market authority expect them. Confirm the sequence with the laboratory before you ship samples, because some of them want the samples in a specific condition and in a specific quantity.

What a laboratory needs from you

Testing cannot start until the product is defined. A laboratory will normally ask for:

  • a description of the product, including whether it is intended for children under three and how it is intended to be used;
  • the number of samples, and how they are packed — loose, bagged, or in the retail packaging;
  • the label, the packaging artwork and the warnings that will be printed on the product;
  • the material composition of the surface fabric, the filling and any coatings;
  • the date the sample was produced, so the test can be tied to the production batch.

This is the practical reason to brief the factory before sampling rather than after. If the label and the packaging are already fixed when the sample is made, the test applies to the product that will actually ship. If they change afterwards, the test has to be repeated.

Where the requirement changes by market

The European requirement is not the only one, and the differences matter when the same style is sold in more than one region. The United States runs a separate toy safety standard for the same categories of product. Buyers often tell us the destination country first and the product second, because that is what determines the route the sample has to take.

Our licensed IP plush and original design plush categories are built to a specification sheet that can carry a market requirement from the start. The sheet states the destination, the standard, and what evidence the buyer wants to receive with the goods — so the factory and the laboratory are working from the same document.

How this is arranged on a custom order

For a custom programme, the sequence is: specification confirmed, sample produced and approved, testing arranged against the approved sample, then bulk production with the label and packaging matched to what was tested. The sample is usually the most expensive part of the process, which is the argument for getting the specification right first time.

Testing is arranged per order, and the cost is quoted per style and per destination market rather than as a fixed factory fee. The custom service page sets out how a project moves from sketch to container, including where sampling sits in that sequence.

What to ask for in your first quotation

Ask three things: which standard the quotation assumes, whether the test evidence is included in the price or listed separately, and when the report is issued relative to the production date. A supplier who cannot answer the third question in writing usually has not run the process before.

Send the destination market, the size and the quantity. We will come back with a specification sheet that names the standard, the sample requirement and the sampling schedule, within 24 hours.
